El Paso County Sheriff’s Office reports death of inmate at county jail

The El Paso County Sheriff’s Office announced on May 18 that a 46-year-old female inmate, Felicia Phillips, was found unresponsive in her bunk at the El Paso County Jail on the night of May 14.

According to the sheriff’s office, deputies and medical staff began lifesaving efforts immediately after discovering Phillips at approximately 10:46 PM. Medical personnel from American Medical Response and the Colorado Springs Fire Department arrived shortly after and continued attempts to revive her. Phillips was pronounced dead at 11:17 PM, when all life-saving efforts ceased.

The incident has prompted an in-depth investigation ordered by Sheriff Joseph Roybal. The El Paso County Sheriff’s Office Investigations Division will conduct the inquiry “in accordance with the standards provided for all citizens of El Paso County.”

Authorities said there is no indication of self-harm, assault, or foul play based on their initial findings. An autopsy has been completed by the El Paso County Coroner’s Office; however, officials said that Phillips’ cause and manner of death will be determined and released when appropriate.

“Our Office extends our condolences to her family and friends during this difficult time,” said officials from the sheriff’s office.

The broader implications include ongoing attention to inmate safety protocols and transparency in investigating deaths occurring within detention facilities.
