Colorado suspends Moms and Mutts' pet care facility license

The Colorado Department of Agriculture's Pet Animal Care and Facilities Act (PACFA) Program has suspended the pet animal facility license of Moms and Mutts: Colorado Rescue for Pregnant and Nursing Dogs Inc. (MAMCO). The suspension requires MAMCO to stop all activities needing such a license immediately.

On December 16, 2024, MAMCO agreed to an 18-month probationary period for their PACFA license with civil penalties imposed. This agreement included a condition that MAMCO would not violate the Pet Animal Care and Facilities Act or fail inspections.

However, on February 13, 2025, MAMCO was informed of failing two inspections due to violations of the Act and its regulations. Consequently, they received a Notice of Disciplinary Proceedings. The Colorado Department of Agriculture cited concerns about an imminent threat to the health and safety of dogs in Colorado as a result.

“With the suspension of the license, MAMCO has been ordered to immediately surrender all the dogs in their care, including both dogs in the shelter and dogs in foster homes, to other licensed shelter or rescue organizations,” stated Nick Fisher, PACFA’s Program Section Chief.

A hearing by the Office of Administrative Courts will be scheduled soon under section 24-4-104(4)(a), C.R.S., from the Administrative Procedure Act. This hearing will address alleged violations related to public health, safety, welfare, and deliberate breaches of PACFA rules.

PACFA is dedicated to ensuring the health and well-being of pet animals across facilities in Colorado through licensing and inspection programs.
