City of Pueblo urges public to comment on redistricting proposals that would affect 2023 election

The city of Pueblo has started discussing redistricting, which would impact the 2023 election.

Last week, the board of elections conducted a public hearing on the two redistricting proposals for the city of Pueblo.

"In the city of Pueblo, we have four districts, and the average of our population for each district had exactly the same number of people, (which) would be about 27,963,” Marisa Stoller, Pueblo City Clerk, told Fox 21 News. “And so ideally that is the number of people that we would want in each district.”

According to Fox 21 News, the city stated that District 1 has 29,646 people, which is greater than the ideal population and higher than the 2% standard deviation. 

Two proposals were presented to help make the population in the four districts evenly distributed.

“Proposal 1 gets all the percentages under 2%, and that is just moving precinct 9 to another district," Joy Morauski, GIS Specialist, told Fox 21 News. "Proposal 2 will move precinct 6 from District 2 to District 1, and precinct 10 from District 1 to District 2."

Both proposals are available online, along with the existing district map, for the public to see how it would impact them. Pueblo residents can comment by email or in-person until 5 p.m. on Monday, Nov. 28. 

Election official Alvin Rivera is leaning towards Proposal 1 because it involves the least effort and he thinks "it will be much better for constituents who are being served by virtually all of the districts. And I think for that reason, it would be a stronger proposal.”

The last redistricting happened in 2017, and the next one should have been last year, but at that time, the city didn’t have all the necessary census data to complete the process.
