Colorado rescue group relinquishes pet care license amid violations

On March 12, Moms and Mutts: Colorado Rescue (MAMCO) surrendered its Pet Animal Care and Facilities Act (PACFA) license. This action was part of an agreement with the Colorado Department of Agriculture's PACFA program.

Nick Fisher, PACFA’s Program Section Chief, stated, “The agreement with MAMCO brings closure to this case. While investigations into these types of complaints are difficult and unfortunate for everyone involved, PACFA and CDA feel this was the best outcome for the animals in MAMCO’s care. PACFA’s mission is to protect the health and well-being of pet animals in Colorado, which includes protecting animals and consumers from the spread of communicable and zoonotic diseases. PACFA is continuing to work closely with rescues and shelters to account for all of the dogs MAMCO was required to surrender.”

The written Stipulation for Revocation agreement between MAMCO and PACFA prohibits MAMCO or any associated individuals from applying for a PACFA license for at least five years. In exchange, PACFA will not pursue civil penalties, including a $12,000 fine that was pending from a December 16, 2024 Stipulation and Order.

The December order had placed MAMCO’s license on probation for 18 months due to violations. It also required adherence to all PACFA laws and rules.

In January and February, MAMCO failed two inspections, violating the December agreement. As a result of these failures and findings indicating an imminent threat to dogs' health and safety in Colorado, MAMCO's license was suspended on February 28. The organization was ordered to cease all activities requiring a license.

The Pet Animal Care and Facilities Act (PACFA) Program is responsible for licensing and inspecting facilities throughout Colorado to ensure pet animal health and well-being.
